Be the spoke person of Novartis in partnering with senior HCS stakeholders to shape the Dutch political and legislative environment. Role model thought leadership in public policy, driving the government affairs strategy of Novartis Pharma BV and developing an industry leading government affairs team.

Manage short-term issues/crises with high business/reputational impact. Member of Dutch and Region Europe Public Affairs LT. Represent NVS Pharma in external boards and associations. Leader for local Public Affairs Pharma strategy for ESG.

Thought leadership for public policy

• Develop knowledge base and understanding of current and potential future policy changes and implications for Novartis businesses
• Represent and be the spoke person for Novartis within/across political/industry communities/industry associations/unions
• Partner, shape and be the Novartis spoke person for European Medicines Agency
• Manage relationships across Public Affairs and related local business functions (Value & access, medical affairs, communication & engagement, legal, TA Heads, etc.) to align NVS positions and ensure delivery of common messages
• Advise Country President, Communication & Engagement Head, Value & Access Head and Medical Affairs Head on political matters and prepare strategic issues & decision making by identifying success critical challenges and opportunities as well as important trends. Translate from overall Strategy into an inspiring and successful PA strategy/action plan
• Update headquarters on local developments of international impact potential in a timely manner (within 24 hours)

Shaping and co-developing public policy and resulting legislation/regulation
• Act as Novartis Ambassador and spoke person, building and maintaining sound and stable relationships with all key stakeholders (government, regulators, thought leaders, NGOs, EMA) und build robust partnerships accordingly
• Develop and implement Public Affairs plan Novartis Pharma BV
Develop Public Affairs Plan for focused therapeutic areas in collaboration with TA/MA/V&A
• Align strategy and execution of Public Affairs activities in line with HQ and WEC strategy
• Develop local Public Affairs expertise and build a talent pipeline

Minimum Requirements
• Degree in political science/public affairs, communication or law – or in other fields when combined with a proven personal expertise in politics and network building
• At least 10 years of professional experience, there of at least 5 years in a leading position
• Fluency in English and Dutch language both verbally and in written is a must
• Previous experience in a Public Affairs function
• Ability to perform in a complex matrix organization
• Ability to think analytically and strategically and to prepare topics in a way that is appropriate for the target group
• Analysis and anticipation of critical topics and events
• Comprehensive know-how in the health policy environment, e.g. health legislation, central regulations in the pharmaceutical market, interrelationships in the area of self-administration
• Deep understanding of formal and informal political decision-making processes
• Many years of experience in the political arena
• Ability to build a sustainable and high-quality network with political stakeholders for Novartis
• Excellent communication & negotiation skills. Experience with Media Relations, Public Relations and Crisis management
