We are seeking a talented Public Affairs Manager, to join our Global Public Policy / Europe, Middle East and Africa (EMEA) team. The position will most likely be based in our Amsterdam office or one of Tencent’s other European offices. The Manager must work effectively in a global, multinational business environment. The Global Public Policy team is committed to identifying & implementing proactive public policy positions to support the business and provide thought leadership across a number of issues, including intellectual property, entertainment, technology, data privacy and security, advertising and international trade.

In this role, the candidate is expected to:

  • At all times, work with honesty, integrity and authenticity across cultures and in line with Tencent’s core values and mission
  • Comply with all laws and regulations within government relations activities and broadly across the organisation
  • Manage complexity and provide insights and understanding of domestic and larger geopolitical positions and business-relevant policy issues to effectively solve problems and amplify opportunities
  • Work collaboratively with and leverage the expertise of the Global Public Policy team (including Comms), Legal, and the Business units to ensure alignment with Tencent’s short and longer-term goals and objectives
  • Closely work with and engage industry partners, trade associations, events/sponsorship opportunities and other organisations to raise the company’s profile, support the business and common industry positions
  • Map and manage the work of public affairs support agencies across the EMEA region
  • Exercise sound judgment and business/political acumen to drive effective and persuasive public policy strategies
  • Review and interpret legislative text, regulations and policy proposals, and prepare regular summaries and analyses of government and related policy proposals, with an aim of getting these across effectively into (the senior management of) the company
  • Have or be able to develop a relevant network of political stakeholders
  • Conduct advocacy efforts for government relations in EMEA. This includes, for example, formulating advocacy plans that identify issues, stakeholders, timelines for action, and communication opportunities to drive positive results, and monitor progress
  • Provide effective communication, both in business writings and in oral communications; and
  • Prepare or assist with position papers, white papers, testimony, public comment responses, proposed legislation, internal policies and other similar activities to support effective government affairs and public policy positions in the market.

The Manager will report to the Director of Public Affairs EMEA.

Qualifications and requirements:

  • At least 5 years of experience in public policy, advocacy, international relations and/or consultancy, which can include work as a policy officer for federal government or parliament or as public affairs professional at a consultancy or in-house
  • Understanding of domestic politics, as well as broader geopolitical issues, trends and drivers
  • Collaborative and able to work well both as part of a team and independently in a global, multi-cultural and virtual environment
  • Ability and have business acumen to work with and advise senior business leaders
  • Effective research and presentation skills
  • Ability to take ownership for delivering projects with a high degree of autonomy and manage multiple, highly complex projects simultaneously
  • Masters degree required
  • Experience working for and/or with large, international companies is a plus
  • English fluency, both written and verbal, required. Additional foreign language skills (including Mandarin, Dutch, German, French, Spanish and others) would be desirable;
  • May require occasional travel, both domestic and international

Primary areas: Data Privacy, Cybersecurity, Game Policies, Technology (AI, cloud), Intellectual Property, Media, Entertainment, International Trade.
